Jednym z punktów sierpniowych obrad Rady Miasta Cieszyna była prezentacja koncepcji „Programu rozwoju sportu w Cieszynie na lata 2021-2025”. Temat ważny i trudno się do niego nie odnieść.
Zaczynamy od wizji.
„Wizja:
Mieszkańcy Cieszyna są aktywni fizycznie…” brzmi bardzo dobrze.
„Stowarzyszenia kultury fizycznej wspierane przez samorząd tworzą bogatą ofertę różnych form sportowej aktywności.”
A to już takie dwa w jednym. Po pierwsze to jasny sygnał, że w cieszyńskim sporcie czeka nas kontynuacja i tak jak od kilku już lat będziemy mieli wszystko – znaczy nic. A po drugie, to próba przeniesienia zadań gminy na stowarzyszenia. Przypomnijmy:
Zadaniem gminy jest bieżące i nieprzerwane zaspokajanie zbiorowych potrzeb ludności w drodze świadczenia powszechnie dostępnych usług. Wypełnianie zadań gminy odbywa się na podstawie przepisów prawa i uchwał rady gminy. Gmina wykonuje zadania publiczne w imieniu własnym i na własną odpowiedzialność(art. 2 ustawy).
To zadaniem gminy jest dbanie o zdrowie i kulturę fizyczną mieszkańców. Stowarzyszenia są tylko podmiotami, dzięki którym gmina może realizować swoje zadania. Za stan szeroko pojętej kultury fizycznej mieszkańców odpowiada gmina, a nie stowarzyszenia kultury fizycznej.
„Wybitni sportowcy, którzy są wzorcem dla młodego pokolenia, mają warunki do rozwoju dzięki odpowiedniej bazie sportowej oraz systemowi wsparcia.”
Tak wzniośle brzmiący slogan zdecydowanie wymaga zdefiniowania użytych pojęć : wybitny sportowca, odpowiednia baza sportowa czy system wsparcia. Przy założeniu „bogatej oferty różnych form aktywności sportowej” możliwość pojawienia się „wybitnych sportowców” jest znikoma i ten element wizji stanie się utopią.
W dalszej części autorzy dokumentu starają się dokonać czegoś niemożliwego na nasze warunki – rozdzielenia sportu dzieci i młodzieży od sportu seniorskiego. Ktoś bowiem wymyślił, że Gmina Cieszyn wspierać będzie tylko szkolenie sportowe dzieci i młodzieży. Sport seniorski ma sobie radzić sam. Znaczy to, że wyszkoleni w naszym mieście sportowcy jako seniorzy mają z założenia reprezentować inne miasta. I tutaj „Zarys programu rozwoju sportu w Cieszynie na lata 2021-2025” nabiera cech „Programu rozwoju sportu dla województwa śląskiego”. Stać nas na to?
Nie bądźmy na siłę oryginalni, ba jak widać od lat, wychodzi czasami śmiesznie, a czasami dramatycznie. Jak ma być program, który ma cokolwiek uzdrowić, to skorzystajmy ze sprawdzonych wzorców.
P.S. Można się tylko zastanawiać, czy wybitny kadet reprezentujący miasto w drużynie seniorskiej nie uzyska wsparcia gminy, czy może gmina pokryje koszty tylko jego wyjazdu na mecz seniorów, jego koszulki i jego licencji.
